Broken CI due to Maven Central HTTPS requirement #793

Maven Central now returns HTTP 501 when attempting to download archives using straight HTTP: http://repo.maven.apache.org/maven2/org/eclipse/jgit/org.eclipse.jgit.http.apache/4.8.0.201706111038-r/org.eclipse.jgit.http.apache-4.8.0.201706111038-r.jar

This breaks the CLI and certain MDW Studio actions.
