Ability to override global Activity Logging enablement #799

Activity logging can be enabled/disabled via logging.activity.enabled in mdw.yaml. For SLA-critical flows, apps should be able to override this for specific flows. Currently the only way to do this is to set performanceLevel = 9 on the process.
