Describe the issue Unable to import installed module even though it appeared to be installed. OSError: [WinError 126] The specified module could not be found

Additional context

Using Miniconda
Launched Jupyter Lab at base environment
Added time-series-labs virtual environment to the base environment jupyter kernel

Workaround: Launching Jupyter Notebook (included in the environment.yaml file) from the time-series-labs virtual environment
