3ds Max 2021 is binary backwards compatible with 3ds Max 2020. Plugins do not need to be recompiled. However, below are two notable things to consider. Please see attached pdf which outlines all the important information.
Changes in functionality that may impact plugin workflows or behaviour
One example of this is the change to the default material type, which is now the physically based material
Therefore we strongly suggest that all plugins are re-tested with 3ds Max 2021
