Similar to Unreal's georeference implementation, we should have a "True Origin" option on CesiumGeoreference.

OriginPlacement.h for the enum definition
CesiumGeoreference.h for how the enum is documented on the georeference
CesiumGeoreference.cpp -- look at "if else" statement for CartographicOrigin; this would go into CesiumGeoreferenceImpl.cpp in Unity
