This merges the latest commits in cesium-native, and also uses the KhrTextureTransform class. No new functionality, similar to Unreal. Made sure I didn't break anything:
Unfortunately I'm having trouble getting KHR_texture_transform to work with feature ID textures for some reason. I'm going to look into it after our release.
