this pr updates the cesium dep, moves it from devDependencies into dependencies and avoids including node libraries in the build

Since this pr has not received any feedback and part of it is now implemented in https://github.com/AnalyticalGraphicsInc/cesium-webpack-example/pull/13 and I have added the other part as a comment, I will close this one.
