Follow up to https://github.com/CesiumGS/gltf-pipeline/pull/605 based on the latest versions of the spec.

Looks good to me! I processed models from https://github.com/CesiumGS/3d-tiles-samples/tree/main/glTF/EXT_structural_metadata and checked that they work properly in CesiumJS.
