Config for TAC LS parts #57

Adds config files for TAC LS cans & recyclers to the Logistics branch. Balance pass may be required. 2.5m cans & recyclers appear at the same time as Apollo service modules. Smaller and larger parts are earlier and later, respectively.

Alright - I'm currently planning to push a new SSS update in the next 2 weeks or so, and this will be implemented then
