Thanks for the report. We actually added the required "--add-modules=ALL-SYSTEM" option to the cevelop.ini, which is the suggested workaround for startup issue with Java 9. But the problem still arises with recent OpenJDK versions. Do you happen to know whether this is an issue with Eclipse CDT as well? We'll investigate it further.

I tried using basically using this .ini file but the error still remained.

The issue arises from the fact that the Linux version of Cevelop performs an indirection through cevelop.sh to start, which in turn call runner. The startup configuration file however is called cevelop.ini, while the starter application (runner) expects it to be named like the starter itself. Thus renaming cevelop.ini to runner.ini resolves the issue.
