I like what you've got; the information is clearly presented and there are some cool elements (the donation slider specifically). I think contrast of color on the page is really well done as well.
One suggestion you might look into is the way the different shapes of elements on the page are contrasted. As it stands, going down the page, the eye is drawn first to the picture/quote which are square, and then the the issues which are circular/elliptical. I think maybe toning down that stark contrast might help: maybe rounding the edges of the square elements or adding some angles around the issues.
The donation slider is good where it is, but you might consider putting a prominent link at that top of the page that jumps down to that point, just to make sure that you can't miss it.

Great work! The play on Joe Six-pack is fun :)
The first thing my eye is drawn to is the upper right corner with the Constable badge and his picture - and I think that's perfect. You know immediately the position he is running for which is always helpful. I do think making the picture a little bigger may be good. You could also maybe put his name above the picture and "My inspiration" section. I'm not exactly sure what that accomplishes but might bring those elements down a bit so they are more centered.
The colors are great and definitely conjure election vibes. The only place I think a change in color might be good is where the Mission section is. I really like the outline effect you have and would keep that but maybe make the oval backgrounds the yellow color and do either white or blue text on top? That might make those stand out a little more?
I think the pledge bar at the bottom (and props on that, very cool) is a good place. I think most people expect it at the bottom after they've read through a candidates information. But it sounds like Joe Hex-pack is not like most folks so he may want it at the top of the page ;)
One other thing I noticed was that when I resized the browser at certain points the top sort of folds over on itself (there has to be a better way to describe that behavior but that's what I've got this morning :)) before the elements fall in a line. I think I have a similar issue on my site and am not certain how to fix it. Let me know if you figure it out!

Right away, I feel like I need to make the picture more prominent.
What was the first thing you saw on the page?
Is the contrast of the page good enough to make it look aesthetically pleasing?
What can I do to make the information more accessible?
Should I make certain information more prominent?
Could I place the pledge and donation somewhere better than the bottom?
