Consider allowing colons in exploration titles #439

Exploration titles currently aren't allowed to contain colons. This was to 
prevent issues with URL-escaping, since we were thinking of moving to a system 
where the exploration title is part of the URL (like Wikipedia).

However, exploration titles aren't currently part of the URL, and it's probably 
*topic* pages that we want in the URL (these treat a particular topic and cover 
several explorations). So there's a case for allowing colons in exploration 
titles but not in topic titles.
