The actual server connection functionality to the POW folders

I have to check and see if I am able to query the filesystem at /pds_san/PDS_Services/POW/<jobid>/ when the user uploads a jobid.

If the filesystem could not find this path then send back an error code, otherwise return a status of 200 and start the request for query.
