Compile option to disable the CTGP random #12

Well, this is not quite an "issue", but rather a feature request:

Could you please add function to the ct-code allowing people to disable the auto-random feature at compiling time? I'd like to make a distribution with more than 32 track, but using the "official" random functions where you just vote random and the host decides which track wins (yes, I know that that will only vote official tracks).

I tried removing random.mod, but some functions in there are used by other modules. And I wasn't able to only remove the part which activated that.

It would be great if a patch for this issue could be made soon so we can use that in the next release of Wiimms MKW Fun ...
