Change all lists with arabic numerals to start at 0 instead of 1 #1

So '1. Name and Purpose' becomes '0. Name and purpose' and '1. The name of this organization shall be known as HeatSync Labs' to '0. The name of this organization shall be known as HeatSync Labs'

This was kind of a joke. I dont plan on actually submitting this amendment.
