Description of Feature or Issue

closes #206 Attempting a second Deploy to Render. First - https://github.com/ChaelCodes/MeetAnotherDay/commit/920bc15e7cc7e982dcaeefae2f1958bc383f71f4

Removed database name and database user from render config and databse config (still inheriting default in Rails)
Added db:migrate to build script
Added ipAllowList for extra security.
Ran into several issues with webpacker - moved to jsbundling-rails
