Organizational Structures

Now that this library has been transferred to the ChainAgnostic Github organization, I propose we make the following changes:

• [ ] add @shrugs as one of the main authors (inc NPM publishing rights)
• [ ] change license to be owned by ChainAgnostic
• [ ] rename the repository to js-caip

Also if @ukstv would like to become a maintainer, let me know
