thanks to @ukstv for the gatsby prototype and @FrederikBolding for the initial work on the CAIPs repo that this recycled/adapted.
NOTE: "last call" automation isn't working currently, I got lazy since we aren't currently using that function. If this gets merged before that is fixed, a separate tracking issue should be opened to remind me to do it later (ideally before our next "last call" to finalize a REVIEW-stage CAIP...)
