Move fee types to storage

Issue summary

• similar to #439 but move the fee related types (Redemption fee) to storage, redemption fee is a type of : [(blocks, fee)] and the default should be: (<1week, 10%), (<30 days, 5%), (>30days, 1%)

• also needs gov extrinsic to update the fee.

This mb less efficient than keeping this as a hook function, because even if we moving the redemption fee to the storage, we have to make conditions for the results for each situation as well, and the costs will not only contains conditions but also storages
