Notion migration #12

This PR migrates most of the stuff from the engineering wiki notion page. Some stuff was left out like managing users and teams as those should belong on some engineering management notion page.

WIP stuff from notion and deployment will be done in separate PR.

@ansermino @morrigan @kalambet @noot Switched to docosaurus, gitbook was too permissioned and nobody in blockchain is using it since they deprecated gitbook-cli (so you can only render and develop it on their online editor if you are added).

You have render URL which you can use to preview how it looks like
