Ah, the spellchecker caught a false-positive, it thinks that the word "github" should be capitalized even in the URL.
@stonecharioteer I think it was me who removed Github
from the dictionary. There is either github
or GitHub
. The first one can be used in URLs and the second one is the original brand capitalization.

Description
Add note about using https://github.com/nektos/act for github action testing. This will create awareness about the tool, and also help developers debug this without triggering multiple jobs. (running jobs locally is faster also since we don't have dedicated gh-actions machines)
