chore: add release script #5

Adds release npm script so this module can be released from CI.

Before this is merged a Repository Secret should be added to the actions config of this repo called NPM_TOKEN which has the capability to publish to https://www.npmjs.com/package/@chainsafe/libp2p-yamux

Ah, you also may need to publish an initial version to @chainsafe/libp2p-yamux manually to pass the --access public tag
