chore: update aegir to 42.x.x #74

Updates project config and fixes deps.

Turns on publishing with provenance so the NPM_TOKEN this module is published with needs the appropriate perms.

DOCKER_TOKEN, DOCKER_USERNAME - no, these are for publishing to dockerhub which this repo doesn't do
NPM_TOKEN - yes
UCI_GITHUB_TOKEN - maybe one day - if specified it is chosen over GITHUB_TOKEN and is used for a token with push permissions to main - this is so we can turn on branch protection
