chains outside container #20

Users should be able to run the chains command outside the container, on the docker host or other machine that has access to the rabbitmq instance. Perhaps also make it run via the webapi.

This might require changes to the chains command besides changing the amqp server and port, but we could also consider a standalone installer or container.
