S3 is already available. Add minio in a similar fashion.

• [ ] Provide a simple service to do the following
  • [ ] [P] Upload a file and return an ID - piping the request to CDN (request rewrite)
  • [ ] Get a signed URL using an ID - function(days, fileID)
  • [ ] [P] Validate a signed URL - if the URL is expired, create a signed URL and then - function(URL) and returns a 302
  • [ ] Make a folder public (removes need for signed URLs)
  • [ ] Make a folder private
• [ ] Publish as NPM Package - @stencil/file
