[Chernobog] E3 displays positive bonuses even with 0 points in the rune

i understand why this is happening, but it should not be displaying bonuses while the rune has 0 points in it. this might confuse players into thinking that they can still use E3 to teleport even without putting points in it.

I vote for increasing the "Next Level" font to 100, so that people wont overlook it and stupidly think they already have the bonus
