Neutron seems to ignore the per-project quotas, so set them in the config file.
Default values can be observed by launching neutron with debug=true in neutron.conf, and watching the startup logs in neutron-server.log.
This issue occurs most recently when allowing projects to attach an isolated network to the filesystem router + network.
