Upgrade package to new package_tempate #209

astropy-helpers gets upgraded through a script with automatic PRs, but there are a lot of other changed (e.g. in the travis setup) that might be worthwhile to apply here.

By now, astropy-helpers is deprecated, so it should be removed entirely.
