Cannot restore files to iTouch

What steps will reproduce the problem?

What is the expected output? What do you see instead?
when dragging the files into the browser I can see it copy over and see 
all of the folders and files, but nothing shows up in the iTouch.
Open iTunes and says to restore the iTouch as it doesn't see it properly.  
iTunes just shows the summary page and states that the iTouch is filled 
with data and not music or pictures.

What version of the product are you using? On what operating system?
v1.9.3.0 with winXP
iTouch v.2.2.1

Please provide any additional information below.
I've used both v1.9.1 and v1.9.3
unistalled both and resintalled
I've restored iTouch to factory settings and tried it with the iTunes 
backup
I've tried copying all folders into ROOT of iTouch as well as copy files 
into their respective folders

Randomly copying files into the filesystem of the touch will not work.

What are you trying to accomplish? What do you want to put on the Touch? What 
are you
trying to restore?

I was trying to restore the audio/video files, as well as the pictures to the 
itouch.
