Make bonus/penalty numbers more significant and ranks simpler #108

Proposed Change

Each rank is a +5 bonus or -5 penalty. So +5, +10, +15, +20, +25. For info it represents a bonus/penalty * 2% improved chance of victory (or defeat). So +10%, +20%, +30%, +40%, +50% or -10%, ...

Default resistance and base ability starts at 11. Better ability is 16 so it matches a Rank 1 resistance.

Change experience to +5/+10. Character creation, you get 6 +5 Boosts to starting abilities, max of +10 in any ability, but you can boost a keyword and then boost a breakout once - which lets you use a breakout to be really good at something out of the gate. So 6M max keyword but 12M max breakout from that keyword.

Goal: Make bonus & penalty, and resistance increment values meaningful in play.
