It looks like there is some old wording that crept into the definition of a success roll. It currently says:
Success: If the die roll is less than the TN and not a fumble, you succeed, but there is nothing remarkable about the success.
However, the definition of fumble (rolling a 20 (if that's not a critical)) makes it impossible to roll less than the TN and still fumble, so having "and not a fumble" in the definition of success is unnecessary. It's also possibly confusing, as the reader tries to figure out what they're missing that makes that stipulation necessary.
The bullet for success in 2.3.5 should probably just read:
