Move StartLimitIntervalSec to [Unit].
Restart services less often.
RTAPE server fails if it can't connect to NCP.

@larsbrinkhoff I take it that you still see issues with KLH10 and RTAPE reading?

Yes. I'm slowly working on it, having set up KLH10 to run on Ubuntu 22 and 23. My working hypothesis is that it's something about KLH10, because the emulator is the only parameter that seem to affect the "protocol error" and I haven't seen it with pdp10-ka.
