Update link to meritocracy list #516

It's also at chaosthebot.com/meritocracy.json temporarily as of #462 and will be at chaosthebot.com/api/meritocracy once #515 has been merged.

I am not in favor of calling it a "meritocracy", but I see that my call to rename it the "politburo" has fallen on deaf ears. Therefore, as a matter of proposing a way of resolving our differences, may I suggest renaming it to the meritburo, and defining the meritburo to be "the principal policymaking committee of the chaosbot"?

Edit: just to be clear, I'm not downvoting this post because I'm not asking @andrewda to make this change to earn my vote; I like this AND I want to keep the renaming issue on the table BUT I don't want to tie my support of one to my support of the other.
