Cannot get my cheat codes to work

What steps will reproduce the problem?
Pokemon XD Gale of Darkness, USA, Geckocodes.org, get the Pokemon modifier for 
Box 1 Slot 1, which is: 
48000000 804EB6F8
DE000000 80008180
12000170 0000XXXX
E2000001 80008000

Then obtain the Beldum code, 018E.

48000000 804EB6F8
DE000000 80008180
12000170 0000018E
E2000001 80008000

Convert into .gct named GXXE01 (game ID).
Then attempt to enable it via wiiflow.

What is the expected output? What do you see instead?

The code to appear in the ocarina cheats menu. I see only the codes that I have 
downloaded via the wiiflow GUI.

What version of the product are you using? On what operating system?
Wiiflow - (4.1.2-r438) wii - 4.3E

Please provide any additional information below.
Dios Mios 2.9, Pokemon XD Gale of Darkness without a disc, also tried a .txt 
file (same thing occurred).

Chaet codes are not working for me either, they download fine, but don't apply 
to any games.

Use gecko for gecko codes. try USBGecko or the GeckoOS from the homebrew browser
