On a minimal install, with mythic botany, AIOT botania, JEI, and dependencies, the recipes for alfsteel hoe and shovel do not show up. In latest ATM9, the recipes do show up, but require alfsteel tools to make alfsteel tools, thus cannot be crafted.

Issue description
