SmokeDetector should not be pinging itself to alert to false positives #2208

In this case, @System should not be pinged. Smokey can't respond to it or retract the vote. The ping is not needed and because it says "System" and not "SmokeDetector" it's not immediately clear who the message is supposed to be alerting.

These are generated by metasmoke; would need to be fixed there.
