Quick Start too far back #15

Quick Start needs to be further up on the UG, instead of being placed behind prefix tags.

The first thing in the UG is the table of contents, so the user can click on the Quick Start link to get to the "Quick Start" section quickly. Additionally, we believe that the "How to use this User Guide?" section is as important as the "Quick Start" section.
