Add License and readme file to release tarball #6

This way the two files are included in the tarball available on PyPi

Coverage remained the same at 96.458% when pulling 1b50cd1b69e86e9c1542ab7ccbc8fc25dded526b on bachp:patch-1 into e08c5cb6bfac085845bfb54807edb0a067bfd25a on CharlesBlonde:master.

Do you know if the readme will be available on the pypi.org project page (https://pypi.python.org/pypi/libpurecoollink) ? It is on my TODO list add a readme to this page but I have to read the doc to know how to upload this file directly.
