No remote action if started in view only and remote action enabled through status bar #137

What steps will reproduce the problem?
1. Set the server to view only mode in the server settings.
2. Connect.
3. Double-click on the system status bar. This will show the remote action 
controls in the control 
bar.
4. Click, type, etc.

What is the expected output?
Clicks are sent the remote server, etc.

What do you see instead?
No remote events are sent.
