As a network administrator, I can find instructions on how to add new nodes to the network, status graphs or reports, interface to authenticate new users.
Acceptance Test: Open a PDF and follow the instructions to add a new node, view a status graph, and authenticate new users. Currently there is a webmin interface (http://www.webmin.com/), though some of the tools are broken, and some graphs using custom scripts and MRTG (http://oss.oetiker.ch/mrtg/)
