[HB-6597] Adaptive Banner Fixes #183

This includes fixes for following cases :

  1. DidLoad is getting triggered twice on android
  2. Drag is sometimes not recognized on iOS. Seen almost every time in AdColny test ad
  3. When using BannerView API on android the banner is created outside the safe area. Mostly when screenLocation is top-left/center/right
