Must implement a controlled vocabulary so that the user can create new tags within set categories
The vocabulary should be hierarchical so that terms can be children/parents to other terms. Ideally, polyhierarchical (although this is just a NTH for flexibility's / futureproofing's sake, haven't yet thought of a reason).
Example of terms: Place name [Tier 1], Canterbury [Tier 2], Ely [Tier 2]
The administrator should be able to create new terms, and edit hierarchies on the fly.
