feat: add Dot chart

Here's a Dot chart, if you'd like to use some or all of it.

Dot chart class options:

• all Column chart options, plus
• show-data-on-hover: enable showing data on hover. disabled by default; and
• show-bar-on-hover: enable showing bar on hover. disabled by default.
