Lightweight containers

[x] Build xsd
[x] Build xercesc
[x] Build sundials
[x] Build boost
[x] Build vtk
[x] Build petsc + hdf5 (+ mpi + parmetis)
[ ] Rename workflows build_xsd, build_xercesc etc.
[x] Add version inputs to ubuntu-tests workflow
[x] Remove manual-tests & version-tests workflows
[ ] Test shrunk image
