Omemo Group Chat Creation Not omemo for other participants #1221

Creating a Group Chat using Chat secure will only allow the creator to have OMEMO enabled. Other members using Chatsecure will have the Omemo option disabled.

Omemo Group Chat is enabled inside the application settings
