chore: readme, formatting, and reorganizing #79

This PR does a few things:

Adds a README.md file to help new developers.
Move from clang-tidy to prettier since it's more common, more strict, and supports more filetypes (HTML, CSS, Markdown...).
Move source files into src to make bundling easier.
Add ci to check the formatting.
