You can toggle moderation mode by right clicking the channel header -> More -> Toggle Moderation Mode. I think the better alternative is having a checkbox to enable certain options when you are not a mod. So by default, if you turn on Moderation Mode, you get no buttons and must toggle them on (because you aren't a moderator).
In saying that, it'd also be nice if it were per-channel.

We have the ability to create and use custom moderation buttons, and even have a suggested usage of
/w modbot !report {user}
This whisper report system is useless if you are already a moderator in that channel, and not able to be used when not a moderator because the buttons vanish.

Another alternate considered is that even these buttons may only be relevant in certain channels, so possibly instead of a checkbox:
