Migrate /unraid command to Helix API #3974

As part of Twitch's announced deprecation of IRC-based commands (see here for more info, the /unraid command needs to be migrated to use the relevant Helix API endpoint.

Split from #3956

Consequence

Only broadcasters may now use this command, so editors lose this functionality.

/raid & /unraid are now broadcaster only commands
