Select python version #15

It seams strange for me to use older python, because most servers use 3.6. Because project development on older python partially forces users not to update they're python. Also many client machines run 3.8 now, because recent distros support it.

ok, we decided to select 3.8. @KH9IZ please, close the issue if you're agree.

Ok, let's find a compromise. I suggest using version 3.10 for development now, and when it comes to CI, configure check for different versions of python. But now we don't need to limit python version

But please, make sure that, for example, @gen-gematogen will be able to access your module with his python version that he is using for development.
