As reported as internal issue 2752081 by enh,

We've been writing "On Android" in our documentation, but that's going to look 
stupid for other projects. it would be good if we could supply something like 
-DPLATFORM=Android to doclava and then have it replace ${PLATFORM} (or 
whatever) with the given text.
